University of Florida Levin College of Law – Professor Sheila Foster of Georgetown Law on February 21, 2019 presented as The Wolf Family Lecture on the American Law of Real Property: Who Owns the City? Public Property and Polycentric Governance. Professor Foster discussed municipal policies regarding land in the public domain. She offered a framework for public stewardship and ownership using polycentric governance theory. She also examined the emerging use of community land trusts to manage such properties and to ensure accessibility and affordability across diverse populations.
